The fourth meeting of Muslims for the Society for promoting literacy, Nasr-Muarif, was held at the Public Assembly hall on 15 February 1913. The event featured passages from Shevlyanov's comedy, A Day from the Life of a Dead Man", the opera Shah Abbas and the operetta, the Husband and the Wife.

Kovsar Asadullayeva, the daughter of the head of the City Assembly, Mirza Samsi Asadullayev, and Rugiya Nagiyeva, the niece of Musa Nagiyev, were selling souvenirs in special kiosks. A charity dinner was organized by the wives of prominent figures - A. Asurova, S. Hasanova, E. M. Nazanskaya, L. Muxtarova and others. The event was attended by Baku governor, Alisevskiy, Baku police chief, Nazanskiy, and other officials. The event gathered about 8,000 rubles. Tagiyev's contribution was 1,000 rubles.

Other well-known oil businessmen - Aga Samsi Asadullayev and Aga Musa Nagiyev - followed Tagiyev's example.

Asadullayev had a large house in Moscow in which a madrasah was located. He said that in spring he would start building a four-storey house there and 150,000 rubles were allocated for the construction. The entire profit from the construction would go for the expansion of a primary school. At the time the school had four departments and 56 students. The school had a boarding institution to accommodate poor children.

The most generous donation however came from Aga Musa Nagiyev. He turned to the Baku city Assembly with a proposal to build and equip a new surgery hospital (which currently bears Nagiyev's name) for 225 beds which would meet modern standards. Nagiyev promised to transfer about 300,000 to the city budget on condition that the city authorities would build the hospital within three years. The benefactor also expressed the desire to detach 50 beds out of the 225 and specially design them for Muslim women in accordance with their lifestyle.

Members of the city council accepted Nagiyev's gift with gratefulness and unanimously decided to feature his portrait in the future hospital. They also decided to name one of the streets the hospital would face after Nagiyev. The new hospital was to be built in Samaxinka. The city administration allocated a site at the corner of two boulevards - Staroselskiy and Aleksandriyskiy.
